- Neither number is wrong. The division is. NBS revises the prior-year base and computes growth on a comparable basis.
If you follow Chinese macro data, you have probably tried this at some point: take this year's cumulative investment figure, divide by last year's, and check the growth rate against the official one. It never matches, and the gap is not small.
The arithmetic that looks right
For January–July 2026, the National Bureau of Statistics reported fixed-asset investment (excluding rural households) of 260,328 billion yuan, down 6.7% from a year earlier. The figure published for the same period a year earlier was 288,229 billion yuan.
Divide one by the other and you get a decline of about 9.7%. That is three full percentage points steeper than the official rate — the difference between "a difficult year" and "a collapse."
Why the two disagree
The answer is in a footnote that most coverage skips. NBS states that in line with reforms to investment statistics methodology and statistical enforcement inspections, it revises the prior-year figures, and growth is calculated on a comparable basis (可比口径).
So the published 6.7% is computed against a revised base — one that is not the number printed in last year's release. When you divide this year's bulletin by last year's bulletin, you are silently mixing two different methodologies. Both absolute figures are official; the operation connecting them is not valid.
The practical rule
Use the published percentage for growth, and use the absolute figures only for scale. This matters most for investment, which carries the largest revisions among the monthly indicators. The same caution applies whenever a statistical agency mentions a comparable basis — it is a signal that the series has been rebuilt behind you.
One related detail worth knowing: the August figures for industrial output, retail sales, investment and the surveyed jobless rate are all released together at 10:00 on September 15, while the 70-city housing price data comes out at 9:30 the same morning — half an hour earlier, which is enough to make it look unreleased if you check at ten.
